In his keynote at Government Innovation Week NZ 2025, Rob Fisher, Partner at PwC New Zealand and of Ngāti Kahungunu ki Wairoa and Ngāti Whakaue descent, explored how artificial intelligence can empower public sector teams to deliver better outcomes for citizens.

The data is clear: industries most exposed to AI — where automation and augmentation are reshaping work — are experiencing productivity gains up to three times higher than less exposed sectors. This demonstrates the tangible benefits of leaning into these technologies, from operational efficiency to innovation capacity.

Yet, he acknowledged a common challenge: getting started with AI is often the hardest part. Boards and executive teams frequently struggle to determine where to begin or how to extract value from initiatives already underway. Recognising the pace and complexity of transformation, he offered practical reflections for leaders looking to navigate this new landscape:

  • Start strategically: Identify priority areas where AI can deliver meaningful impact.

  • Focus on value realisation: Ensure initiatives are designed to generate measurable outcomes.

  • Build capability: Equip teams with the skills and mindset to work alongside AI.

  • Iterate and learn: Embrace experimentation and continuous improvement as part of digital adoption.

The session underscored a key message for public sector leaders: AI is not just a tool — it is a transformative force that requires thoughtful leadership, early engagement, and clear strategy.
