Overview

As the Australian Government continues to invest heavily in digital capability building on over $16 billion in ICT spend from 2023–24—the pressure is rising in 2025 for public sector leaders to deliver people-centred, system-wide transformation that sticks.

Yet despite this momentum, many digital initiatives still fall short—not because of tech limitations, but due to gaps in change management capability, cross-agency collaboration, and stakeholder alignment. According to the 2024 APS Reform Progress Report, agencies must build stronger internal capacity to lead change in complex environments, especially under fiscal constraints.

This course is designed to close that gap.

Drawing on Canberra-based examples and cross-departmental challenges, the program supports APS staff from EL1 to SES2 in navigating the human side of digital reform. Participants will gain practical tools to manage resistance to change, align stakeholders, and embed sustainable change in their teams and projects.

With Canberra home to the Commonwealth’s most ambitious transformation efforts—including those led by PM&C, the DTA, Services Australia, and ATO—this training meets the moment by building the skills required to deliver strategic, high-impact change in the public sector.

Who Should Attend?

This course is designed for EL1 to SES2-level public sector professionals, including senior leaders and executives responsible for policy, service delivery, transformation, or operational performance. It is particularly suited for Directors, Assistant Secretaries, and Branch Heads who are looking to better align strategy with execution.
