Ray O’Sullivan, Partner for Growth at Liquid, challenges public sector leaders to rethink how services are delivered — moving beyond fragmented systems, disconnected data, and manual processes.

In one of the day’s standout sessions, Ray O’Sullivan, Partner – Growth at Liquid, challenged the room to rethink how government can better serve Australians.

He reminded delegates that while technology is a powerful enabler, it cannot solve problems in isolation. True transformation begins with asking the right questions, uncovering what slows service delivery, identifying the most valuable use cases, and shaping solutions around people, policy, and outcomes.

Sullivan drew on Liquid’s two decades of experience across health, regulation, and social services, pointing to platforms such as My Aged Care and Medicare’s mental health tools as examples where trusted systems were only successful because they were designed with real-world needs at their core.

Looking ahead, he stressed the importance of secure, explainable, and trustworthy AI, built in partnership with the government rather than dictated by vendors. 

He closed by inviting agencies to explore Liquid’s AI Leap Workshop, a structured approach to identifying friction points, prioritizing opportunities, and developing a clear roadmap for smarter, more responsible public services.
